The tradition of congratulating citizens on the New Year was established by Peter I. However, after him, Russian rulers did not address the people on the eve of the holiday for a long time. Congratulations were conveyed through representatives of the nobility and clergy.

In 1936, New Year officially became a national holiday, and the tradition of New Year's greetings was resumed. Initially, congratulations were broadcast on the radio, and later on television. Leonid Brezhnev made his first televised address to Russians in the early 1970s. At that time, Soviet leaders congratulated citizens in the strict atmosphere of their office, which emphasized the significance of the moment.

Today, watching the president’s New Year’s greetings is one of the main Russian traditions. In 2000, Vladimir Putin moved away from the office format and spoke for the first time from the Kremlin’s Ivanovskaya Square. From 2000 to 2007, holiday addresses were recorded against the backdrop of the Kremlin’s Spasskaya Tower.

In 2013, a unique event occurred: two New Year’s addresses by the president were shown on television. The first was intended for residents of the Far East, and the second was broadcast to the rest of Russia. That year, Vladimir Putin congratulated Russians from Khabarovsk, where he was on December 31, supporting flood victims. The address was recorded in the building of the local Palace of Culture.

On December 31, 2023, the president spoke from the headquarters of the Southern Military District in Rostov-on-Don, surrounded by military personnel. This symbolized support for military personnel during a difficult year for the country. That time, the president's speech lasted nine minutes, as opposed to the traditional five. Putin thanked those who defend the Motherland and reminded about the importance of caring for new regions of Russia.
